Kari 13 development includes multifunctional administrative building for the North Tallinn City Government and Kopli Hobby School

with extensive landscape development and various playgrounds which form a new community centre.

The building complies with all energy efficiency principles, using as many passive cooling measures as possible in addition several smart building systems are applied.

As the building is rich in its form and details, the architect used two main colors in the exterior finish: white and black, which together with the shape of the building, give the building a modern and contemporary look. The building is nicely located and visible from different angles.

During the design emphasis was given to the person visiting the building, including comfort for people with reduced mobility, visual- and hearing impairments.
