ESPLAN is proud to be part of the development of the new United States Embassy compound in Tallinn’s Uus Maailm district. In close cooperation with the U.S. Department of State’s Bureau of Overseas Buildings Operations (OBO), we are actively collaborating with the City of Tallinn throughout the detailed spatial planning process to ensure the project is carried out in full compliance with all local regulations.

The new embassy compound will be located at Suur-Ameerika 3 and Väike-Ameerika 4, and is set to include one main building of up to 9 storeys and up to six additional buildings of 2 storeys each. The planning objective is to integrate the complex thoughtfully into the urban context, while delivering a site solution that meets the necessary security requirements and minimizes disruption to nearby residents. The central embassy building is positioned toward the center of the site, away from adjacent streets and existing buildings, to preserve sunlight access for neighboring residences. The lower auxiliary buildings are planned around the site’s perimeter. Unlike the embassy’s current location on Kentmanni Street, the proposed design enables security measures to be implemented entirely within the embassy grounds, eliminating the need for permanent traffic restrictions on surrounding streets.

Community concerns about the potential loss of green space have been acknowledged and addressed during the planning process. In a strong show of commitment to the local environment, the United States has pledged €1.2 million to support improvements to the surrounding public space along Väike-Ameerika Street. This contribution will fund the creation of new public access paths, landscaping, and the reconstruction of existing sidewalks with improved stormwater drainage and compliant street lighting. Local residents have responded positively to the initiative, particularly the creation of new public areas that help offset the limited availability of green and recreational spaces in the area.

Construction of the new U.S. Embassy compound is scheduled to begin in 2027, with completion planned for 2030. The next steps include the public disclosure of the detailed plan, community engagement, and building permit applications. ESPLAN will continue close collaboration with all stakeholders to ensure the successful delivery of the project, on time and to the highest quality standards.
