One of the most iconic and anticipated components of Rail Baltica — Estonia’s largest and most ambitious infrastructure project — is the Ülemiste Passenger Terminal. The architectural concept was designed by the world-renowned Zaha Hadid Architects, in collaboration with ESPLAN, whose team has played a key role in translating that vision into a fully engineered, technically coordinated, and buildable reality. This is not just a building — it is a transformative mobility hub that will connect Estonia to the rest of Europe.
The Ülemiste Linda Terminal is set to become Northern Europe’s gateway to high-speed rail, linking Tallinn with the other Baltic capitals and ultimately integrating Estonia into the wider European rail network. Beyond rail traffic, the terminal will serve as a multimodal hub connecting tram lines, bus routes, cycling infrastructure, and offering a direct pedestrian link to Tallinn Airport — redefining the logic of mobility in the entire Ülemiste district.
While Zaha Hadid Architects delivered the bold architectural vision, ESPLAN’s role has been to make that vision structurally, functionally, and technically feasible. Our team is responsible for the structural engineering, building services systems, permitting processes, and digital coordination (including full BIM modeling) — ensuring the design meets the highest standards of buildability, energy efficiency, and integration.
“This is a project of great scale and international visibility. Its completion will be a symbolic and practical milestone for Estonia. We are honored to be at the heart of it,” said the Head of Architecture at ESPLAN.
Construction begins: November 2025
Completion expected: Autumn 2028
First high-speed train to Warsaw: 2030
Construction cost: Approximately €85 million (excluding VAT)
The Ülemiste Terminal will become Estonia’s literal gateway to Europe. It is more than a transportation hub — it is a landmark, a statement, and a calling card for Estonian architecture, engineering, and international collaboration. ESPLAN’s involvement in this flagship project reflects our capacity to lead complex, high-standard international developments where visionary design, cutting-edge technology, and human-centered functionality come together.
